In 2012, Arthur conducted an assessment code named ‘Learning about Older Persons Issues using EASYCare tool as a Guide’ in Entebbe Municipality in Uganda. Him and his team gathered information from 334 older people regarding their toilet facilities, accommodation, meals, looking after themselves and health using Easy Care tool as a guide. The results of the study led to inclusion of EasyCare 7 domains in the Uganda Social Gerontology Training Manual as a tool for assessing the concerns of Older Persons in the Country.

Arthur is a Gerontologist and Director of Health Nest Uganda, an organisation which works for and with older persons in Uganda. He is a member of the National Council for Older Persons, where he chairs the Research and Documentation Committee which is responsible for documenting issues affecting older persons and to advise stakeholders. He is also a member of the Technical Working Group on Non-Communical Diseases under the Uganda Ministry of Health.
